Are laptop CPU speeds good enough for hardcore gaming?

For instance an Intel i7 -2.7GHz with "Turbo Boost" to 3.4Ghz. This is advertised as a top-of-the line computer, but I had thought that around 3.2Ghz was the average recommendation for a current game. If that's the case how is 3.4Ghz top-of-the-line and so close to the average recommendation?
